Two pieces of legislation have established the regulatory framework for commodity exchanges, warehouse receipt systems, and clearing houses in Malawi: the Warehouse Receipt Act, gazetted in January 2018, and the Commodity Exchange Directive of April 2018.
The process began in 2014 when the Ministry of Trade laid out a roadmap to regulate the commodity exchange industry, with support from the World Bank Group.
International experts have described the result as a first-class regulatory framework. The task now is to convert it into first-class finance and risk modalities.
